Why a Signal layer.
Hiring decisions need better signal than resumes provide, and candidates need better signal than guesswork to know where to grow. UpStar is built around the idea that the same Signals serve both sides — verifiable to the hiring team, actionable to the candidate. Other platforms measure workforce skills inside the enterprise. UpStar produces Signals that belong to the professional and surface to the teams that need them.
How a Skill Wallet is built and verified.
A Skill Wallet is the structured, verified record of a professional's value — education, work history, certifications, technical skills, projects, and references. Each layer is verified differently:
- Education and certifications — validated against the issuing institution or an authoritative database
- Work history — corroborated through reference checks and independent signals
- Technical skills — assessed through structured evaluation and project review
- Projects — documented with evidence the candidate authored or contributed to them
What's not in the Wallet — opinions, soft self-ratings, generic keyword lists. If it can't be verified, it doesn't carry a Signal.
Four scores. Each one auditable.
Every Skill Wallet produces four scores:
- Skill Score (out of 1000) — overall professional capability across the Wallet's domains. Updated when new verified records are added.
- Role-Fit Score (out of 100) — match against a specific job description. Recomputed against every role the candidate is matched to or applies for.
- Trust Score (out of 100) — confidence in the verification depth. Reflects how many records are independently validated versus candidate-asserted.
- Readiness Score (out of 100) — immediately deployable signal. Considers verification, recency, and demonstrable experience.
Tier thresholds — Rising Star (0–399 Skill Score), Top Talent (400–599), Star Talent (600+). Tiers can change as the Wallet evolves; nothing is sticky.

Career Path Signal is now live — multi-year trajectory mapped from a candidate's verified history. Surfaces where the Wallet leads next, and which roles the candidate didn't know to look for. Available today inside the Talent app.
One Signal remains in Early Access:
- Pipeline Signal — for hiring teams. Predictive bench of likely matches before a role formally opens, so headcount planning runs against the talent pool, not the job board.
Learning Path Signal is live today as light gap surfacing inside every Role-Fit Matching evaluation; a deeper structured roadmap product follows in v3.
How matches are computed and delivered.
Role-Fit Matching evaluates each candidate against the specific requirements of a job — must-have skills, experience years, seniority, location fit, soft preferences. Candidates receive their personalised Top 5 every Monday from the Verified Talent Board. Hiring teams receive on-demand ranked lists against any uploaded JD.
Why 5 and not 50? Because the goal is high-signal matches, not high inventory. Five Role-Fit Matches the candidate actually wants beats fifty they have to filter.
How we handle your data.
UpStar is PDPA-compliant (Singapore) and GDPR-ready. Candidate Wallets are private by default; publication to the Verified Talent Board requires explicit consent. Employer-side outreach requires a separate opt-in. We do not resell candidate data. Verification methodology is documented and auditable — if a candidate disputes a signal, we can show our work.
